Minutes of Meeting October 12, 2017

Present: Bob Mann, Zack Boyajian, Blaze Konefal, Marianne DiTaranto, Frank Harrison, Dawn Marshall, Jim Eggers
Call to Order: The meeting was called to order by Bob Mann at 7:05 pm. The Minutes of September 14, 2017 (with typographical fix) were approved.
Mail Bag
1. 5 Rivers Conservation Trust sent a letter of public awareness and promotion.
2. NHACC annual dues notification: $296 (vote to pay dues approved: 6 Ayes / 1 Nay)
3. Registration is open for the New Hampshire Association of Conservation Commissions 47th Annual Conference to be held at Pembroke Academy on Saturday, November 4 (10 am to 4 pm). See www.nhacc.org/annualmeeting47
Agenda
Public Outreach: A one-year $250,000 CD has been arranged to be processed with the majority of CCC funds. Best interest rate available from Citizens Bank is 0.65%.
Land Conservation: The purchase of the Shaw Pasture (~7 acres - Map 4, Lot 2 on Main Street) has been finalized for $85,904. Frank Harrison will draft an article for the Suncook Valley Sun regarding the acquisition of the Shaw Pasture. The next step is to develop a Stewardship Plan for the Shaw Pasture, which requires funding. There is general agreement to maintain the pasture as open field space and clean up fallen trees. The team will seek a consulting engineer who will design a safe and functional access area for the public. Bob Mann will consult with town selectmen at the next Selectmen’s Meeting (Tuesday, Oct. 17, 2017) to explore the need for a public hearing to approve the expenditure of CCC funds for projects.
A new property in town may be available (~55 acres - Map 7, Lot 22). The team will investigate its potential for land conservation.
Carpenter Park: Maintenance and construction continues. Look for opportunities to help!
Madeline Sanborn Conservation Area: With the acquisition of the Shaw Pasture, the back woods of MSCA has improved access. Bob Mann will contact Charles Moreno (consultant for our town forests) for guidance in reviewing forest management goals and objectives. There is potential to conduct a selective tree harvest to maintain the MSCA forest.
Spaulding Town Forest: Blaze Konefal and Zack Boyajian plan to blaze select trees to mark the more obscure borders of the right of way access to the Spaulding Lot. There is general agreement to seek a consulting engineer who will design a safe and functional access area for the public. The SPAULDING TOWN FOREST CONSERVATION EASEMENT DEED draft is available for review and final comments for next meeting.
Easement Stewardship: Blaze Konefal will file all year-end reports as necessary.
